ARCS, Mission Armenia and ASA will jointly develop ToR for the NGO task force on
Asylum (in consultation with other stakeholders, such as DRC, UNHCR, Migration
Agency, task force members) which will be subsequently set up after the first
month of the project. ARCS, Mission Armenia and ASA will form the steering
committee of the task force and will have a rotating chairmanship of the task
force. During the task force meetings, organizations will discuss and decide on
priority needs for knowledge transfer and each month the task force will decide
on a training or seminar topic, the implementation of which will be facilitated
(not necessarily conducted) by the partners. It is envisaged that ARCS, ASA and
Mission Armenia will host and facilitate 3 seminars each.

ARCS and Mission Armenia
will jointly design and develop the content and format of the staff training
manual in cooperation with relevant stakeholders (Migration Agency, DRC, UNHCR,
some of the task force members). ARCS and
Mission
Armenia will provide their
input as outlined in the LFA and/or as deemed necessary by project partners
and stakeholders. The manual will be a joint product.

Mission
Armenia will provide input into the staff manual on community based service
provision, including special protection needs of vulnerable groups and lessons
learned. This input will reflect Mission Armenia’s practice relevant experience,
lessons learned and operational procedures.

Armenia will provide vocational/ educational skill transfer activities according
to the capacities and wishes of the asylum seeker and services available (eg.
Hairdressing etc). Existing skills will be identified and maintained and/or
built on and Mission Armenia will provide trainings as appropriate.
Ø
Psycho-social
support to address social, psychological or other needs of asylum seekers and
also integrate asylum seekers into their social service network will be
provided. These services will include children (such as e.g. language trainings
etc.) if referrals from ARCS are made and appropriate services and expertise is
available.

Mission
Armenia will set up a hotline, which will be run by trained staff on a 24 hour
basis. All calls and the nature of the inquiry will be registered. In
cooperation with ARCS and ASA, the information will be processed and entered
into the ARCS database to create an institutional memory and enable
organizations to better identify needs and provide assistance accordingly.

Mission
Armenia will conduct weekly meetings for asylum seekers and host community to
socialize, communicate and assist asylum seekers and locals to overcome
prejudices and isolation. In addition, Mission Armenia will provide cultural
orientation courses to asylum seekers to familiarize them with Armenia in terms
of its culture, history, society etc. Excursions will be undertaken and asylum
seekers and members of the host community will participate. Particular attention
will be paid to the needs of women and other vulnerable groups.

Depending on
priorities identified and agreed upon, Mission Armenia will facilitate the
implementation of monthly thematic seminars/ trainings for NGO’s/ task force
members on issues related to asylum and service provision in particular. If
directly relevant to the work, mandate and capacities of Mission Armenian,
Mission Armenia will conduct the seminar.
